HTML QA Process

Steps done to insure that pages meet the FortNet Quality Assurance Standards.

run http://www.fortnet.org/cgi-bin/WebLint.pl
and http://www.fortnet.org/cgi-bin/HTML_QA.pl on the pages.
check that all:
- links work correctly. This includes checking that links to internal anchors go to the correct location within the specified document.
- pages look OK in a graphical browser.
- pages look OK in a textual browser(lynx).
- pages have revision histories in them.
- pages have an address line on them.
- pages have the proper FortNet bottoms(button bar or logo).
- cgi programs are secure.
