Word is still out there Greeley is pulling out of the project. . It is our
belief by Greeley doing this they would also be denying water to outlying
regions--the source of most undesirable growth. If Greeley goes out, the
Seaman option will be lost to NISP, leaving only the GLADE site. The
NCWCD project is also including a dirty water reservoir on the S.
Platte. This portion would be for exchanging cleaner water for the dirty
water in a ditch that serves the region. I have explained my views of the
funding issues to NCWCD, particularly of Erie and Berthoud . Erie is
committed to the NCWCD projects some $80m of today's money. They now have
$20m of debt for water! Increase debt by 4x? I have Red flags everywhere
on this. They may downsize the project. I think the Glade site is not a
good one and it is doubtful the funding is available. I doubt it will fly.
The Tri D. is heavily committed to NISP for more water. The NEPA portion
is next and is not far off--Dec.'03.
